Yes, i do think it is disrespectful. I would also find it rather inconsiderate. If they are addressed to you, then unless you have said otherwise, you should be the one that opens them. I suggest you talk to this family member and tell them how you feel. If they continue opening your mail after you have pacifically asked them not to, then i would be suspicious as to why they are so curious. Technically, it is illegal.

get a little security safe and keep all your paper work in it. get a post office box and that way you can just pick up your mail.
